When global climate negotiators at the COP27 summit established a historic “loss and damage” fund, the international debate largely centred on economic reparations for destroyed infrastructure and agricultural ruin. Yet, a less quantifiable but equally devastating toll is quietly mounting worldwide: the irreversible erasure of cultural heritage. At the University of East Anglia (UEA), a British Academy-funded symposium in March 2023 brought together archaeologists, climate scientists, and policy experts to formally define these “non-economic” losses. Researchers, including Professor Joanne Clarke from the School of Art, Media and American Studies, argue that climate change is not merely altering physical geographies; it is systematically stripping vulnerable communities of their ancestral knowledge, historical identities, and traditional ways of life. Their work highlights the urgent need to formally categorise cultural heritage as a fundamental climate casualty.
The physical realities of this cultural erasure are starkly visible along the Norfolk coastline, which currently ranks as one of the most rapidly eroding stretches in Europe. Composed of soft clay, sand, and silt cliffs, the region is surrendering several metres of land to the North Sea each year due to rising sea levels and intensifying storm surges. The historical village of Eccles-on-Sea has already been largely reclaimed by the water, serving as a grim precedent for neighbouring communities. Further along the coast in Happisburgh, 14th-century churches, local graveyards, and historic manors stand precariously close to collapsing cliff edges. In a bitter paradox, the same aggressive coastal erosion that recently uncovered 1-million-year-old human footprints – the oldest evidence of Britain’s earliest inhabitants – threatens to wash such irreplaceable archaeological treasures away before they can be properly excavated, documented, and preserved.
Thousands of miles away, the climate threat takes the form of shifting Saharan dunes rather than encroaching seas. In Mauritania, the medieval Islamic city of Chinguetti – a UNESCO World Heritage site once celebrated as the “City of Libraries” – is being systematically buried. Founded in the 8th century, its historic core is entirely vulnerable to increasingly frequent sandstorms and extreme heat driven by shifting climate patterns. The city’s ancient repositories hold invaluable manuscripts dating back to the Middle Ages, documenting centuries of scientific, theological, and legal scholarship. As drying wells, failing vegetation, and advancing sands force local residents to abandon their ancestral homes, the traditional earth-built architecture crumbles. Without the generational caretakers who have maintained these structures and archives for centuries, an entire chapter of West African history inches closer to oblivion.
Addressing this multifaceted crisis requires moving beyond traditional conservation methods, forcing governments to make difficult decisions about what can be saved. In the UK, coastal management strategies have increasingly shifted from building unaffordable concrete sea defences to “managed realignment” – a pragmatic but deeply painful policy of yielding vulnerable land and heritage to the sea. Meanwhile, as the physical impacts accelerate, environmental activists and cultural historians are increasingly drawing attention to the urgency of climate action as a necessary means of protecting both natural ecosystems and human legacy. To ensure that culture is not treated as an afterthought in global policy, researchers are urging the Intergovernmental Panel on Climate Change (IPCC) to formally integrate heritage vulnerability into its standard climate assessments. Preserving the world’s collective history now depends on accurately measuring these intangible losses and ensuring that newly established climate funds reach the communities fighting to anchor their identities against the rising tides and advancing deserts.
